Statewide Search Tools
The MN DOC Offender Locator is the right tool to use when searching for someone in a Minnesota state prison or on supervised release. It does not include county jail inmates. You can search by name, DOC offender ID, or date of birth. Results include the person's current location, conviction details, sentence dates, and a photo when available. For questions, contact DOC Records Management at (651) 361-7330. Note that the DOC main office is located in St. Paul itself, at 1450 Energy Park Drive.
For county jail inmates, VINE is the main resource. VINE covers the Ramsey County ADC and most other jails in Minnesota. You can search for an inmate by name and register to receive custody change alerts by phone, email, or text. The Minnesota VINE line is 877-664-8463. The service runs 24 hours a day, seven days a week, and is free to use. It does not cover federal detention facilities. Ramsey County also offers a warrants search function where the public can look up active warrants by name through the county's online systems.
Predatory Offender Registry
The MN DOC Public Registrant Search lists high-risk and moderate-risk predatory offenders required to register under Minnesota Statute 243.166. Registration is required for convictions involving criminal sexual conduct, murder with sexual motivation, kidnapping, and certain child exploitation offenses. The minimum registration period is ten years. Some offenders must register for life.
The public database only shows Level II and Level III offenders. Level III offenders pose the highest assessed risk and receive the broadest community notification. Under Minnesota Statute 244.052, law enforcement must make a good-faith effort to notify the community within 14 days of confirming a Level III offender's address. Level I offenders are not on the public site. The Community Notification Unit at the DOC handles these matters at (651) 361-7340 or toll-free at (866) 396-9953. You can search the registry by name or view a map of offenders by location.
Court Records
St. Paul criminal cases are filed in Ramsey County District Court. The Minnesota Court Records Online (MCRO) system provides free public access to case summaries. You can search by name, case number, attorney, or citation. Case summaries and the register of actions are free to view. Documents filed from July 1, 2015, forward are available electronically, though fees may apply. Older records may require contacting the court directly at the Ramsey County Courthouse.
The Bureau of Criminal Apprehension (BCA) handles statewide criminal history searches. The public search at ch.state.mn.us costs $15 per person. It pulls conviction data from Minnesota courts, and results are available right away. Conviction records remain public for 15 years after sentence discharge. The BCA is at 1430 Maryland Avenue East, St. Paul, MN 55106. Call the Criminal History Unit at (651) 793-2400 for assistance.
Minnesota Public Records Law
Under Minnesota Statute 13.82, law enforcement agencies must make arrest data public. Public arrest data includes the time, date, and place of arrest; the charge or basis for the arrest; the name, age, sex, and last known address of the person arrested; and whether the person was held or released. Booking photos are public data but can be held back temporarily if releasing them would hurt an active investigation.
Corrections and detention data falls under Minnesota Statute 13.85. Most corrections data is classified as private. Exceptions include arrest data and aggregate statistics. Medical, psychological, and financial records are protected and not releasable. Criminal history data is governed separately. Conviction data becomes public and stays public for 15 years after sentence completion. The BCA must provide free access to conviction data at its central office and maintain a public website with this information.
