Plymouth Released Inmates
Released inmate records for Plymouth are managed through the Hennepin County jail system, which handles all bookings for Plymouth Police Department arrests. Plymouth is a western suburb of Minneapolis in Hennepin County, with a population of around 80,000. Statewide Inmate Search Tools
Two tools cover different parts of the state inmate population. The MN DOC Offender Locator covers people in Minnesota state prisons and those on supervised release from state custody. It does not include people held in county jails like the Hennepin County facilities. Search by name, DOC offender ID, or date of birth. Results include the person's current facility or supervision status, conviction details, sentence information, and a photo when available. DOC Records Management can be reached at (651) 361-7330.
VINE covers the Hennepin County Jail and most other Minnesota county jails. You can search for an inmate by name or booking number and register for free custody change alerts by phone, email, text, or TTY. The Minnesota VINE line is 877-664-8463. VINE runs 24 hours a day and is free. It does not cover federal facilities. For state prison release notifications, use Minnesota Haven at 1-800-657-3830 or victimassistance.doc@state.mn.us. Register by submitting a form to the DOC Victim Assistance Program at 1450 Energy Park Drive, Suite 200, Saint Paul, MN 55108.
VINE and Minnesota Haven work together to cover county and state custody. If you are not sure which system applies, start with VINE for county jail searches. If the person is not found there, check the DOC Offender Locator for state prison or supervised release status.
Predatory Offender Registry
The MN DOC Public Registrant Search is Minnesota's statewide predatory offender database. Registration is required under Minnesota Statute 243.166 for convictions involving criminal sexual conduct, murder with sexual motivation, kidnapping, and child exploitation offenses. Registration lasts at least ten years and may extend to lifetime for certain cases.
The public site lists Level II and Level III offenders. Level III carries the highest risk rating and the most expansive community notification requirements. Under Minnesota Statute 244.052, law enforcement must notify communities within 14 days of a confirmed Level III offender address. Level I offenders are not publicly listed. Searches are available by name or by map. Failing to register is a felony, punishable by up to five years and a $10,000 fine. For questions, call the DOC Community Notification Unit at (651) 361-7340 or (866) 396-9953.

Public Records Law
Under Minnesota Statute 13.82, law enforcement agencies must make arrest data public from the time of booking. This data includes the date, time, and place of arrest; the charge; and the arrested person's name, age, sex, and last known address. It also includes whether the person was held or released. Booking photos are public but may be withheld temporarily during active investigations to protect case integrity.
Most corrections and detention data is private under Minnesota Statute 13.85. Public exceptions include arrest data and aggregate statistics. Medical, psychological, and financial records held by correctional facilities are protected. BCA conviction data is public for 15 years after sentence completion. These rules apply to the Hennepin County Jail, Plymouth Police Department, and all other law enforcement agencies in Minnesota.
